In Camarillo, California, change is brewing! The redevelopment of Camarillo’s Central Plaza, a once-aging retail center, is setting the stage for a modernized community hub. Spearheaded by Investec Commercial Real Estate alongside the City of Camarillo, this ambitious project promises to transform the plaza into a destination for shopping, dining, and gathering, while showcasing the city’s forward-thinking approach to economic development.

A Community Shopping Center Reimagined

Situated at the bustling intersection of Arneill Road and East Ponderosa Drive, Central Plaza has long been a cornerstone of Camarillo’s commercial activity. With a daily traffic count of over 18,000 cars, its prime location is a vital connector for residents and visitors. The redesign introduces an updated 60,000-square-foot Vons Market, replacing the old Kmart, as the center’s new anchor. The new Vons is slated to open on January 17, 2025. Alongside the existing CVS, a mix of well-known national brands like Coffee Bean and Tea Leaf and local favorites such as Lucerne Italian Restaurant will continue to thrive.

But this isn’t just about new tenants. The redevelopment includes enhanced landscaping, vibrant outdoor dining areas, and a central water feature, all designed to foster a sense of community. Public art installations will add a creative touch, while redesigned façades will tie the plaza together with a cohesive, modern aesthetic.

Creating a Destination

According to Crosby Slaught of Investec Commercial Real Estate, retail is shifting toward experiential spaces. Central Plaza aims to provide a destination where families can gather, enjoy outdoor dining, and feel part of something bigger. Investec wants to create a place where people want to spend time, not just run errands.

The project reflects this ethos with its thoughtful amenities. A pedestrian-friendly paseo will connect different parts of the plaza, providing a scenic route for visitors to stroll between shops and restaurants. Enhanced outdoor seating areas and pet-friendly spaces will cater to the evolving preferences of Camarillo’s residents, who increasingly value al fresco dining and shared experiences.

A Collaborative Vision

The transformation of Central Plaza has been years in the making, requiring close collaboration between Investec and the City of Camarillo. The City’s proactive approach to supporting development has been a critical factor in the project’s success.

“We work in a lot of other communities,” Slaught notes, “and this is one of the most streamlined and best groups that we’ve worked with. The City understands the importance of being responsive and flexible, which has allowed us to overcome challenges quickly and efficiently.”

From adapting stormwater requirements to rethinking façade designs, Camarillo’s leadership has worked diligently to address unforeseen issues without derailing progress. “We’re trying to be cognizant of the financial impacts of what we’re asking developers to do,” said the City’s Senior Planner Paul McClaren.

He emphasized the city’s commitment to balancing developer priorities with community values. The goal, he stated, is to ensure projects remain financially viable while upholding the city’s standards and vision.

Boosting Camarillo’s Economy

The redevelopment of Central Plaza is more than just a facelift—it’s an investment in Camarillo’s future. The project’s mix of national and local tenants aims to generate jobs, attract visitors, and boost surrounding property values.

Camarillo’s strong demographics have made the project highly attractive to retailers, explains Slaught. The larger Vons footprint highlights the area’s economic vitality, with significant competition for the location underscoring the city’s potential.

For local business owners, the plaza’s revitalization represents an opportunity to grow alongside a modernized retail environment. Longtime tenants like Baskin Robbins will benefit from increased foot traffic and an updated aesthetic. New tenants will find a welcoming, vibrant space to set up shop.

A Model for Economic Development

Central Plaza’s redevelopment showcases Camarillo’s proactive approach to economic growth. By fostering a supportive environment for developers and maintaining a clear vision for the future, the city has set the stage for continued success. Georg Winkler, Camarillo’s Economic Development Manager, emphasizes the city’s focus on adaptability. He highlights their commitment to supporting developers, including timeline adjustments, revisiting zoning requirements, and finding innovative solutions to unexpected challenges.

“We are just really sensitive with developers’ timelines and what they need to get done,” said Winkler. “Can we push the boundaries to be more flexible? Maybe that’s looking at things differently, like moving something out of sequence so that it gets them closer to their next step. Can we allow them to work on the weekends when there’s a storm coming up? If they have a concern, we can hear it, and if it’s within reason, we can direct our staff to help.”

This approach has positioned Camarillo as a standout destination for investors and developers seeking a business-friendly environment. Central Plaza’s redevelopment demonstrates how thoughtful planning and collaboration can lead to transformative results.

Looking Ahead

As construction nears completion, the anticipation surrounding Central Plaza’s new look continues to build. The phased approach to construction has minimized disruptions to existing businesses and surrounding neighborhoods, ensuring a smooth transition to the plaza’s next chapter.

Visitors will enjoy updated parking, improved landscaping, and a cohesive design that creates a welcoming, modern space. These enhancements will create an elevated shopping and dining experience and vibrant gathering place for the entire community.

Once complete, Central Plaza will serve as both a hub for commerce and a testament to Camarillo’s commitment to progress. For developers considering future projects, the plaza’s redevelopment is a clear signal: Camarillo is a city that gets things done.
